Theme's Not Hidden

when i put this on all the themes i don't want users to use.. its still able to be seen in the dropdown menu? it wasn't like this before but now they can change there themes when i dont want them to except use the default one.. can anyone help me plz

Admin CP - Styles & Templates - Style Manager - Drop down menu ( Edit Settings )
