One registration per PC (IP) Mod

I've looked around and can't find what I want. I wanted to know if either there is an inbuilt system or mod which scans the IP of the user before they register an account.

I know the system which flags up accounts which have the same IP but it doesn't block people from registering which is what I'm looking for.

Does anyone know of a mod/program which would do the following?
