Changing nav bar Link Question

Hello to all,

So I am trying to make a new nav bar for my forums. But instead of using the default nav bar, if I make a new nav bar, would I just point the links to the file it belongs to? For an example,

example.com/forums/memberlist.php

example.com/forums/usercp.php

Does this make sense at all? Also is this what everyone does or are there any security measures that need to be accounted for when making a new nav bar?
