Make a new page with a custom template.

How can I add a completely blank page that I can apply a custom template too. I want to be able to build a page from scratch but use variables and vbulletin features that apply to different parts of the forum on it.

So I would want Blah.com/Newblah.php to pull information from a template I guess.
