Easy answer: add the trouble makers to a new usergroup where posts have to be manually approved by moderators.
As an alternative, you can add an email address when you edit the forum to be advised of new posts - thats all new posts however, not just trouble makers.
Both alternatives are not really practical - auto-moderating specific people is likely to freak them out and make them (more) aggressive, and new post notifications for a forum with a high post volume also misses the intended purpose of just being notified about specific posts only.
