Custom Avatar Question

Maybe someone could tell me the best way to implement this.

I want users to be able to use custom avatars, but not to be able to upload them, ie just link to images on other sites. The option 'Can Upload Custom Avatars' for each usergroup seems to enable/disable both the use of custom avatars and the uploading of custom avatars.
