adding main catergories etc.

so i know i have done this before but its not working....
how do i set up the main catergory for a section and then the subjects for each thread as in

If i want my main section to be called
Main Drag
and then i have several different threads in this area like annoucements,
questions, stuff like that? am i explaining well enough?
