2 Questions [Zoints ve General]

My first problem is , after making Turkish characters match , i can start a new thread with no problem,But when i changed the title of this thread these Turkish characters don't work correctly.

Simple:
-->When i start a new thread: ''/150-rep-odullu-zeka-sorusu-3-bitti-t4388.html''

-->After editing the title of thread: ''/150-rep-214-d-252-ll-252-zeka-sorusu-3-bitti-t4388.html''

''d-252-ll-252'' instead of ''odullu'' (Turkish characters in 'odullu' are ''? and ?'' How i can fix this problem?

My second problem is, when i write a new message in some categories when i click ''send message'' i'm facing with a blank page.To write a message correctly i have to go back refresh the page.I'm waiting for your help to my problems.
