New Section of the forum

hey all, i had a few questions if anyone can help....well i have a website devoted for artists and i wanted to know how can i manage to make a whole new section named Featured Artists. I want the name 'Featured Artists' on the navigation bar and once clicked it would have the artists' info/bio/links/etc. is this possible?? i also wanted to make each featured artist on the homepage but each time u refreshed the page, a different artists' profile would pop up. any help with this will be GREATLY appreciated
