A 2nd Navbar under the first, wheres this at?

I found a site that had a 2nd navigational bar which seems to be customizable and below the first navbar, and was wondering if anyone knew what it was and how to get it because I need a better navbar on my boards.

I've come across this and spent some time trying to hunt this down but to no luck I have not been able to find it..
