Could you not merely ban the email address and prevent them from registering in the first place? I can understand the need for banning email addresses, and this is default vbulletin functionality. However, I do not understand why you want them to register and then moved into a banned usergroup. Sounds like a nice way to inflate your user count with a bunch of spambots... but not for much else.
With that said, it is not something that would be that difficult to do... just something that I don't think is really necessary. Perhaps you simply were not aware that this was default vbulletin functionality?
