You'll have to configure the phrasing to work for Forums and manually add your forums, but it will work just the same as the site you referenced.

That is actually not even close to the mod over at digital point. Have a look at the video, you can tell that the forum list is dynamic and it allows for an ajax drag and drop to move threads around. It's safe to assume there is some complex coding in the background.
