MOD handbook (Guidelines) system !

I am currently writing a Guidelinebook/Handbook (wich ever) for the moderators on my forum. My only problem is making sure my moderators actually are updated with it as I release each new version of it. I have an own drop-down menu with useable quicklinks for my moderators to make their moderating easier and more comfortable, including links to "post new thread in the moderator forum", the forum rules, the modCP, reported post and other goodies. But now I want some kind of system that allows me to add a link to the menu for the Moderator Guidelinebook/Handbook, wich will work by the same principals as the PM system. Highlighting the link (or addind a blinking "UPDATE" button beside it) each time the Guidelinebook/Handbook has been updated.. wich is linked to a popup to the Guidelinebook/Handbook and wich Highlights all the stuff added since the last update, and buttons for each new thing added that the moderator reading it has to klick to confirm they have read and understood the new updates. (When ALL is marked as READ AND UNDERSTOOD, the handbook will no longer stand as updated) Anyone for, or even willing to develope something like this?
