Useing vBadvanced CMPS v2.2.0 and vBulletin Version 3.6.2

Ok here is what I want to accomplish:

With the use of DownloadsII or other similar download modules (www.glhelp.org/forum/downloads.php) I want to have so that when a user uploads a file, an e-mail is sent to admin saying a new download is ready for moderation, when an admin approve the upload the file gets added to Download section, the download with description is added to the frontpage with link to the download. Also the news should be chronological, last news any forum/download category on top. Check www.glhelp.org and you get the picture, the problem there is that after a user uploads a file, there is no notification to admin a new file is uploaded so I have to check manually every once in a while... Another issue is that the news you see on the frontpage, not generated, creating them my self after upload of file.. and the link to the file, an attachement, download it and stats for numer of times the file have been downloaded does not get updated in the downloads module... and just to top it, the latest news is not on top, and also shows several threads per forum in news, should only be latest news per forum and latest news on top of the page, regardless of forum it was posted in..

So, hopefully someone have thaught of this before, and there is allready a module/modules(that work together) that does all this?
