Any Reliable vBulletin Skinners?

Greetings,

This is sort of a request and sort of a rant, so I apologize in advance

I've dealt with several people to do forum skins and many have proven to be unreliable or unqualified. I have been in the progress of upgrading all of our forums to 3.5 and 3.6 and I really need to offload converting our skins to the latest version.

Has anyone had experience with designers who do XHTML and are used to coding with vBulletin templates? Even the popular vB skin sites are declining doing custom work.
