How do i make a waiting list system

Hi

I am hoping someone can help me.

Is it possible to make a waiting list mod. Example say someone wants to be noted by email if someone posts about cars, they could input there email address in somewhere and keywords and when anythig is posted by them keywords they will be notified.

would this be possible.
