Registration Modification

My site needs a registration mod that once a person registers it automatically assigns them to a usergroup, and sends them a PM verifying what group they were assigned to. The new registrants must be sent to one of 2 groups, there must be randomization, however one side cannot have more than 4 people than the other. We must be able to change which group this sends people too, with minimal work.
