Custom User Groups

Is there a hack that would allow users to request the creation of their own groups, and upon approval the requester is made leader, and can begin recruiting people?

I know I can do it manually, but the users want to make groups for popular games etc that change frequently. If they can create/delete their own groups with mod approval it would save time.
