"Nag" Feature

Hi !
I've asked this question to vbulletin and was referred here. I did search, but came up empty. It's possible I overlooked the answer if so, I apologize in advance.

I'm looking for a "nag" feature.

I've seen a feature at other forums that if a member doesnt post "x" amount, they see a notice activate at the top of the forum main page urging them to post.

Like this :

Hello xxx,
Our records indicate that you have never posted to our site before! Why not make your first post today by saying hello to our community in our Introductions forum.

Why not start with your first post today and become an active part of our forums now!
.......

After the member has seen this notice for "x" period of time with no postings, it seems members can automatically lose their access.

If possible, we would like to add this feature. Is it possible to give "weight" to postings in forums which are site topic related versus postings which have nothing to do with the purpose of the site ?
