Lottery system

I would like to see a simple lottery system for vbulletin 3.5.x or 3.6.x where

1 - The administrator set the total number of possible "number to exctract" (for example numbers from 1 to 1000) and the value of each number others may buy.
2 - Each user choose the numbers to buy (eg. 1 - 15 - 450 - 741 - 222 - etc.) and the system make them unavailable for others to buy.
3 - The admin could see what are the users that have bought and what numbers are bought.
4 - At the end one of these numbers win the lottery and the system tell who has won.

There is such a mod?
