is it possible to swap positions of these sections?

hey....forum admin newbie here.

(please see the attached files for visual of section1 & section2 ....i'm just not sure what they're called so i figured an image would be the best thing).

I wanted to know if it is possible to swap positions between the section shown in the file called section1 & the section shown in the file called section2 (i believe this one is called the Welcome Block). Right now, section2 is on top of section1....I'd like section1 to be on top (and I want this to be the case for guests & logged in users in case i need to make the change/s in a few places). fryi - both sections are on the homepage.

Thank you in advance for any help.
