[quote] with scroll

I'd like to cut long [quote] tags by reducing their height to a maximum defined value, and then use a scroll bar if needed (basically, I want them to act like the [code] tag).

The problem is that using the built-in fetch_block_height() function doesn't return the right height for long lines, because they are wrapped unlike in the [code] tag. So this is basically a request for a logical solution to this problem.
