Hack Like Quote It

I need a hack that is a database add (for something like quote it.) that'll allow the administrator, or any other group (set in group permissions) to add text. This would be for a harry potter scheme. I'll add all the random text and that. So maybe it'll come out to be $random as the thing to insert the random text. $random2 being another database that only I will add stuff than add no features to it.
Example:

$random spell! The class has been dismissed and you may travel to your next class. $random2 has been awarded 5 house points for the proper casting of the spell. You will now be taken to the instructions for the spell (that's the post link.)

Example Outcome:

Proffessor Flitwick congratulates you on casting the Wingardium Leviosa spell! The class has been dismissed and you may travel to your next class. Gryffindor has been awarded 5 house points for the proper casting of the spell. You will now be taken to the instructions for the spell (that's the post link.)
