Can the smilie button be added to quick reply

When you go the regular reply page there is a smilie button that you can click to get some of the smiles and you can also open up the window for all of them. I was wondering if this could be added to the quick reply for WYSIWYG editor?

I am not sure if this would have to be a file hack or if it can be done with just some template mods.
