update the rules for modifed boards?

Well, I can see both sides to this:

Case 1: I personally hate seeing just pre-made skins in the modified boards forum. I believe submissions should stand as modified and not pre-made. While it is great advertisement if you are the skin author , it is usually the same few skins over and over.

Case 2: While pre-made skins in the modified boards section may be tedious to some, as above, there is not too much that can be done as it is actually modified and a great deal do not know HTML so there is little that can be done template wise.
