2.3.0 RC2 released

This includes a new feature: GD-based image creation that's designed to foil spammers.

Be aware that when you upgrade to 2.3.0 RC2 and I'm guessing 2.3.0 final that image-based verification is on by default. The setting to turn it off is in the admin CP vBulletin options under registration.
