rules hack

hi people,

i downloaded a rules hack from here but with respect to the person who created it i can't get it working and his/her instructions are in (verry poor english) i think he is french or something his language looks like french.Since i do not understand french i'm asking is there any "rules hack" out here i tryed the search engine thingy but .... but can't find it except the one i tryed already the one i tryed is here
