Need some direction (maybe hack need, can pay)

I really like the power, community, and support for vBulletin, and im really interested in seeing if I can use it.

Right now im using a little know CMS (ldu http://www.neocrome.net ), I have a copy for each sub site on my site. Each sub site is about something different, and users have to register on other sites if they want to post. (users are not global over the network)

I know vB supports sub forums.

I would like to have my site setup like this, and would like to use only one copy of vB so when a user registers on one place they can post on the other.

url.com (main site)
Site1.url.com (sub site)
Site2.url.com (sub site)
Etc.

1. I would like to have each sub site have a different ?skin? look
2. I would like to have some kind of cms over all of this.
- I want to be able to have sections and subsections.
- be able to include html pages into this, like create a new page and have something like include:test.html then when I would go to site1.url.com/pages.php#1 I would see the html in this.
- Post news related to each sub site.
3. I would like to have forum moderators
- Some all over the network
- Some on just sub sites.
- Some on just a forum
4. Have the forums to each sub site only show the forums related to that site.
- i.e.: you go to site2.url.com/forums.php you wouldn?t see the forums from site1
5. Forum hacks/mods
- Some kind of flash gamming
- an image gallery (again related to each sub site)
6. the main site (url.com) would just be kind of a main portal to tie all the sites together.
- would like something to post the most recent news from each site.

But under all of this i would like to beable to use vBulletin as the user/forum system.

Im looking of some hacks that are around that could do this.
If there isnt anything like this, and something extra needs to be made.
(a site with subsites) I am willing to pay.
