Truncate Thread Title + Username

I'm trying to get the thread title and username to truncate in the forumdisplay.php but I can't find any code for it, just for forumhome. Would any one know what I would have to strlen to make it work? Just want to have like 20 characters for them and then add '...' at the end. Thanks. :ermm:
