Track user's posts via email

What I am in need of is some way to basically subscribe to a user (rather than a thread), so that I get email notifications of every post by that user. Anyone know if this is possible? Ideally, it'd add a link to either their profile or the little opup menu under their name on any of their posts that says "Track this user". It should only be visible to admins. We've got a user on our forum who likes to post hateful ++++ and then edit the post before any of the admins/mods see it. My goal is to catch him in the act so I can call for a vote to ban the little bastard. If someone could help me out with this, I'd apprciate it greatly.
