2 Tier Adminstrator?

Hi...Preech again. I was wondering if on my site...I could make a person that is adminstrator...But can not modify member permisson's or edit members. - Like a second tier administrator almost - with just less permissions then a regular administrator - but still has access to the admin CP with limits
