Can't upload anything to the board...

It's hosted on a godaddy shared server. It's my VB and my friends hosting plan. I told him that I've installed VB at least 20 times, most on GoDaddy and on URLJet (what I use) and have never had this problem.

So I know I installed it correct, I agree, I think it's something on the host's end.
