Non License Holder - Testing the Water

Hi

I am not the License Holder but run a very small English Language site on behalf of a Sponsor.
Currently our Forum is running on phpBB and the Sponsor is changing to vBulletin with a view to introducing a French Language Forum. The subject of interest is German in origin and the experience of continually crossing language barriers reveals that much is lost in translations.

Not having access to the vBulletin software on the Server, being unable to install Modifications, tweak the software and so on is par for my course under phpBB.
No change is anticipated in this respect.
Issues requiring Official Support can of course be routed via the License Holder and if that is the route that must be followed then we must make suitable arrangements.
I am seeking to find out the limitations from the POV of other Non Licence Holders.

1. Is it a practical proposition to fully control and operate without being a Licence Holder?

2. What are the pitfalls, if any, with particular reference to Anti Spam Measures?

3. How will a Bi-Lingual Site function, can it be contained in 1 site or will it effectively be 2 separate sites?
