Need Help

Hi There
I am using (vBulletin 4.1.2 Patch Level 2)
I saw a system on a forum that members can change their username color themselves
For example If Senior Member have Brown Color and Precious Member have red color and precious member is higher in rank than senior member
Precious member can change his color to brown also and he can keep red..
and if star member have blue color and star member is higher than senior and precious he can choose brown, red color and also can keep his blue and so on for higher ranks holder than star member

Is their any kind of mod for this or its a template editing
Please help
