That's not part of vBulletin at all, it's a function of your web server. You can google "custom web server error pages" or check this link on how to make them:
http://www.webdevelopersnotes.com/ho...eb_server.php3

This would be done outside of vBulletin. You could set your custom page to link to your forum homepage once you make it.
