Forced Ignore mod - can anyone help?

hey

i need a mod for 4.1

i need to be able to do the following 3 things:

1:

every normal user must be able to ignore forums ADMINS have specified is OK to ignore..

basically - if I in Admin CP says:

yes - this forum can be ignored - users can choose not to see it...
and if i say
NO this forum cannot be ignored - users have no choice but to see it..

2:

every normal user must be able to ignore threads they dont want to see - ignore thread link in thread tools ($vbphrase[thread_tools] )

the point is that this must ONLY be possible in forums i have specified as OK to ignore as of item no.1

2:

Admins must be able to force users to ignore each other with AND!!!! without them knowing - they knowing is admins choice
