can not post images in threads

I'm not good at English, hope everyone understands
I can copy and paste topic from another forum to forum and I can copy the image in that topic.
i am administrator.
but members and others can't copy that image , only text.although img bbcode is on for them.
they can only post pictures by the insert picture url.how can I fix.
if u can ,please reply by vietnamese.,thanks
