If donations would be what is needed to get a vB4 version, then it is not really a free modification anymore and should have no place on vBulletin.org.
I have seen plenty of modifications with "Lite" freeware versions and "PRO" licensed versions as a paid addon. It was a suggestion, since I noticed the author does not have 4.0.x running on their home site.

That is my suggestion. Although, it might not be the athor's problem.
