Fixing my rep blips

Sorry if this is in the wrong section.

Currently i am using Vbulletin 4.0.1 and i have no clue on fixing my rep blips.

There is two things i want to do

1) I would like the green rep blips to go up when you have more rep, so the more rep you have the higher the green blips will go? or if you have - rep you get rep blips?

2) I would like it to display the persons reputation as shown on the image.

I have no clue how to fix either of these problems and any help would be VERY appreciated.
