How To Set PM For Only Forum Leaders ?

Hi,

Private Message (PM) is a good feature for forums, and i don't want to disable it.

I want PM to be available only for forum leaders, meaning admins, mods, smods only.

Mainly.. i don't want registered members to PM other people. Only for forum leaders.

So if there is any specific modfication, kindly let me know, this will help others for sure.
