User Album Issues

Hi we are running VB 3.8.3 and I am noticing some issues concerning the following fields in the User Album Permissions area in the admin CP

Album Picture Maximum Width (pixels)

Album Picture Maximum Height (pixels)

Album Picture Maximum File Size (bytes)
1KB = 1024 bytes

Maximum Number of Album Pictures

I have tried setting a maximum size for user album photos but it does not seem to take. I am able to upload larger images than I have allowed for and just cant understand why.

Also I have noticed that although I have the maximum number of photos set at 100. My remaining limit says only 60 photos and I don't even have a single photo in the albums.
Could this be related to photos I have uploaded or attached to particular threads?

I tried searching for a thread about this issue, but my Fu is weak. I am new at this. Thanks.
