Sub-forum/forum display

hi, i've been looking everywhere on how to do this, maybe someone can help:

when you click on category to go to sub-forum menu, how you can you make that redirect to the main forum listing?

i've seen a few sites that do it like:

http://www.ballot.com/hotwire/

example, the "society and culture" when you click on the category to look at it's forums it redirects to: http://www.ballot.com/hotwire/#society-and-culture

any help would be appreciated
