You would need to reupload all the original vbulletin files. Do you have a copy of them? Is there a copy of all of them somewhere so you can just reupload them? It's unclear to me just what sort of access you have to the site. The config.php file is where the super admin permission is given. Once you reupload all the files, if you still don't have access, then you need to upload the tools.php file from the do_not_upload folder and reset your admin permission.
