How to have sticky first post like vbulletin.org?

I did some searching but didnt manage to find anything on articles or add-ons so apologies if I am blind at the end of the day.

I am looking for a mod that will enable me to have a sticky first post for a specific sub-forum, the way that vbulletin.org is using for descrbing a mod.

Is there something out there already that I could use?
