Force User to Read Before Posting

I was wondering if there was a way to make ONE sub forum to have it so that before a user can post they have to read a note that I set.

Something like they click new topic

At the top of the new topic area is a note that I put like "No spamming"
Then there is a "I have read this" button they must click
Unless they click the "I have read this" button they can't post the new topic.
