Adding a "link" item to a forum list

Hi guys.

I've read through the docs at http://www.vbulletin.com/docs/html/, but items relevant to plugin development are a bit sparse.

I'm looking to do something very simple, which is create a plug-in that accepts a few parameters that queries a URL via PHP.

Which plugin hook would I extend to add to this board (as example) a link to google at the end of the listing for "News And Announcements"?
