skinning vb: where do you start from?

Hi,
i've in mind a new skin for my vb forum, but i want to ask you what "plan of production" you follow.

what parto of the skin do you create for first?

i was thinking about this order:

1) for first i create the header
2) then the footer
3) then i set up colors and backgrounds in the css
4) last, i set up the portal..

what about you? i need your advices
