Easiest way to install Vbulletin?

Excited about 3.7, I'm thinking of giving this a try, but concerned about the time required to get this running. I don't wish to spend 50 hours learning about how php/mysql works. I'm starting from scratch, and wish to keep things as simple as possible.

A few questions:

1. What is the absolute easiest way to get vbulletin running? I'm looking for something that has the least amount of screwing around with php, and mysql. I don't understand the need, or the concept, and wish to spend the least amount of time possible messing with them. I shouldn't have to mention this, but security is still a concern. Please don't give advise for some terrible low security setup just because I "asked for the easiest way".

2. If I want to start with a home server, is there a live linux distro that comes ready to roll? Again, with the least amount of php/mysql work to be done.

3. At some point, maybe even from the start, I will want to go with a dedicated server from some company. Can anyone recommend something reliable in the sub $100/month range? Once again, with the easiest php/mysql work to be done. It should be obvious by my newbieness that traffic is not much of a concern.

Finally, go easy, I'm green!
