PM Reported/ Error

I was wondering if their was a mod that requires a user to have an "X" number of posts to send a PM. And when they try to send a PM without the "X" number of posts, their is a thread created in a designated forum with the content that was going to be sent? Sort of like the infraction system, when an infraction is given out it creates a thread in a designated forum.

The reason I want this is because there is a member on our forum that keeps registering and PM spamming members. I have the mod that does not allow members to PM without an "X" number of posts, but was wondering if their could be a slight modifying to it that meets what I asked above.
