shoutbox - style help

i have a style i cannot get to work properly in IE w/ vbshout 2.1. i have tried everything. the problem i have is the scroll bar on the shoutbox hangs at the top for like 10 seconds then pops down to the bottom where is supposed to be. i have the shoutbox below the nav bar. if i relocate it down below the forums it works perfect. and it also works perfect in every other style i have.

it is somthing to do w/ the header. if i revert the header it works perfect. ive tried stripping out the lines of code 1 by one to narrow it down and i canot get it to work w/o reverting the whole thing. im thinking somewhere somthing isnt closed. i will give you my header template and the additional css. it does have images running down the sides that close in the footer i believe.

i have also purchased vbshout pro and it does the exact same thing. i cannot pin it down.
